Stella pattern coins were first suggested by John A. Kasson, a former chairman of the United States House Committee on Coinage, Weights, and Measures, to explore the possibility of becoming a part of the Latin Monetary Union (LMU). The coin and the prospect of joining the LMU were rejected by Congress, but not before several hundred re-strikes of the Barber flowing hair design had been produced and sold to Congressmen at the cost of production. Precise mintage numbers are unknown but an estimate of 425 coins is based on surviving pieces, certified population reports, and auction records
